QUALITY POLICY

Kadir Has University aims to be a world-class research university that can produce sustainable solutions to local, national, regional, and global challenges based on universal human values. It seeks to train students equipped with individual and professional competencies in their areas of expertise and to conduct high-impact research that generates human-centered and innovative solutions to societal problems while effectively transferring knowledge to society at all levels.

The university’s quality assurance policy aligns with its strategic vision to become a high-quality research university both nationally and internationally. It aims to implement the Project-Based New Education Model across the university and to adopt a strategic and quality-focused approach in all academic and administrative services with a financially and institutionally sustainable organizational structure. Quality initiatives are coordinated under the university’s Quality Assurance Directive by the Quality Commission and the Institutional Research and Evaluation Directorate (KADED) within the framework of the 2020-2024 Strategic Plan and self-assessment systems.

The university’s 2020-2024 Strategic Plan was developed through a participatory process incorporating contributions from all stakeholders and has been shared with the public. It includes strategic goals in education, research, and community service, as well as institutional structure and financial sustainability, which are essential for achieving these objectives. The Internal Quality Assurance System ensures that quality processes and strategic goals are embraced across the entire university rather than being limited to specific units or committees, ensuring widespread adoption, monitoring, and goal-oriented implementation. The self-assessment systems are structured under four main categories: education, research, financial, and service improvements.

The Quality Commission is responsible for developing strategies and policies within the framework of the university’s strategic plan and objectives. It evaluates and enhances the quality of education, research, and administrative services, establishes internal and external quality assurance systems, ensures all academic and administrative staff and students act with quality assurance awareness, facilitates student participation in quality assurance efforts, identifies institutional indicators, and monitors the functioning of the quality system in accordance with the Higher Education Quality Board’s regulations.

KADED tracks the achievement of strategic plan goals, monitors institutional data, follows the internal quality assurance system, identifies areas for improvement, analyzes all collected information, and reports findings to the Rectorate, Academic Council, Board of Trustees, and Quality Commission. Based on senior management’s final evaluations, necessary improvements are implemented.

The university’s education philosophy is based on the New Education Model, which aims to train students who possess fundamental human and universal values, think independently, express themselves effectively, recognize different worldviews, adapt to change, have strong leadership and teamwork skills, and are socially responsible. Additionally, students are encouraged to acquire the competencies required by their fields of expertise through a research- and practice-oriented interdisciplinary approach.

Our policy is to develop a core curriculum that all students, regardless of their department, will participate in, ensuring they internalize universal human values while also gaining universal competencies as socially responsible individuals. Furthermore, revising the field-specific specialization curricula to be supported by the core program and meet both contemporary and individual needs is among our primary policies. This ensures that graduates will become lifelong learners with a multidisciplinary, research- and practice-based education.

Kadir Has University is a pioneering institution in digital communication and distance education. One of our policies is to integrate distance education and communication platforms into all educational processes.

Our university embraces a research culture founded on academic freedom, academic ethics and integrity, interdisciplinary collaboration, teamwork, innovation, creativity, entrepreneurship, and university-industry partnerships for societal benefit.

Our primary policy is to enhance a collaborative research culture, develop the necessary physical research infrastructure, support intellectual property initiatives, strengthen university-industry partnerships, and increase our visibility in national and international rankings to become a world-class research university.

In alignment with this policy, our university aims to:

  • Foster a strong research culture,

  • Expand internationalization in research.

We strive for a balance between quantitative and qualitative growth in research. Rather than focusing solely on the number of publications or projects, we aim to increase Q1 journal publications and externally funded national and international research projects that support graduate students.

Community service is a fundamental function of universities, ensuring that the knowledge produced within the university reaches society. For Kadir Has University, community service is not independent of education and research; rather, it is nourished by and contributes to these processes. The university’s community service initiatives are an integral part of its vision to become an internationally recognized institution.

Our university, within the scope of its community service vision and 2020-2024 Strategic Plan, aims to:

  • Make educational activities accessible to non-university members, especially high school and vocational school students, through open courses, academies, summer/winter schools, and lifelong learning programs,
  • Monitor and address the demands, expectations, and preferences of both university members and external stakeholders (public institutions, NGOs, private companies), developing action plans accordingly and ensuring regular stakeholder updates,
  • Promote open science and open access practices, sharing high-impact research outputs with society,
  • Develop and implement local development projects starting from the Cibali district,
  • Organize public events and exhibitions on culture, arts, archaeology, and history, particularly through the Rezan Has Museum,
  • Provide scholarships for economically disadvantaged students through the White Doves Scholarship Program,
  • Enhance online visibility, accessibility, and distance learning opportunities to share knowledge with society.

Our university adopts a participatory, inclusive, and equal-opportunity governance approach in all administrative processes. We aim to continuously improve service quality, enhance stakeholder satisfaction, and ensure financial sustainability while strategically utilizing resources.

Our primary policy is to establish a structured governance system that fosters continuous improvement with a student-, human-, and life-centered approach, supported by a robust software infrastructure. Another goal is to develop an operational system that minimizes administrative workload through in-house software solutions, enabling employees to focus on value-added activities in a digital work environment. Additionally, we aim to implement a sustainable growth strategy with a financial model that aligns with our strategic goals.

Our internationalization policy aims to enhance international collaboration and mobility across all processes, particularly in education and research.

To achieve this, our university seeks to:

  • Increase exchange program agreements with leading universities and boost participation in these programs,
  • Ensure that two out of three graduates have participated in an exchange program,
  • Raise the proportion of international students to 30% of the total student body,
  • Enhance international collaboration through academic staff involvement in international projects and publications.

In the 21st century, global challenges—ranging from access to quality education and combating climate change to gender equality and natural resource conservation—are increasingly recognized as among the most complex and demanding issues in human history. The United Nations Sustainable Development Goals (SDGs) provide a framework for addressing these challenges under the concept of sustainability. Universities, as leaders in education, research, and community engagement, bear significant responsibilities in this regard.

Kadir Has University’s 2020-2024 Strategic Plan highlights sustainability as a core priority, encouraging academic and administrative units, as well as research centers, to integrate sustainability awareness and develop sustainable solutions to key challenges.

Our sustainability goals include fostering an inclusive, accessible, and discrimination-free campus environment, developing sustainable entrepreneurship and innovation projects, reducing the university’s carbon footprint, enhancing energy efficiency, and promoting sustainable partnerships at national and international levels.
